I think that this statement means that, you aren't destined to live in poverty for the rest of your
life just because you grew up in it. You can decide to work hard in school and
in anything you do and you can change it. On the other hand of you don’t work
hard and don’t show that you are determined to do something, you will
eventually end up the same way grew up.
