“It is our duty to concentrate all our influence to make popular that which is good and sound, and unpopular that which is unsound” (not good)
 -Joseph Smith

What Mr. Smith is trying to say is that, we should try to make all the bad things unpopular and make all the good things popular. For example, instead of teens making smoking something that is popular, they should make something like reading popular.
